They seem to move automatically, however the timing is far from great.
What makes them do so? Is there some kind of madman behind all of this?

Nobody truely knows about this mystery. Yet there are plenty of legends. One man went as far as to say that there's a lonely basement troll pushing buttons.
These in turn would control the screens.
